Officer Jeff Gonzalez claimed that when he saw the woman in front of him, he thought that she was dead mainly because of her skin color and temperature. However, his next move was to check if she was still breathing and if her heart was pumping. Luckily, she was still alive despite having passed out in the cold with nobody to help her. Gonzalez now knew that he had to call for help and that the woman needed immediate treatment. He had to act fast.
